1)What is the make and model of the CAC Reader?
2)What happens when you try to connect the CAC Reader device?
3)Do you get any error message / code?
Follow the troubleshooting steps and check;
Try installing the latest Windows 8 drivers for CAC reader and check.

I would suggest you to update the CAC Reader drivers from the Manufacturer’s website and check.
If the CAC Reader drivers are not compatible with Windows 8 Operating System, I would suggest you to try installing it in compatibility mode and check.
In case not able to update the drive I would suggest you to manually download and install the drivers from the Manufacturer’s website and check.
Follow the steps to install it in compatibility mode;
a)Press the ‘Windows key + W’ key on the keyboard.
b)Type compatibility in the search box and then press Enter.
c)Click “Run programs made for previous versions of Windows” option from the list appeared in the left side.
d)Select the drivers or games and install.
